Riverside Technology, Inc. (Riverside), a leading engineering and consulting firm providing scientific analysis, scientific applications development, systems engineering and GIS services, is seeking a Scientific GIS/Web Developer to work with a team to develop a cloud-ready NESDIS Flood Data and Information System (FDIS) Web Mapping Portal in support of the National Oceanic and Atmospheric Administration's (NOAA's) National Environmental Satellite and Data Information Services (NESDIS) and the National Centers for Environmental Information (NCEI).
Requirements
This new three year initiative will allow NESDIS and NCEI to address known gaps in NOAA's flood-related data management, information services, and capacity to combine NOAA's extensive historical in-situ and satellite flood data to build a FDIS. The result of this system will support plans to generate monthly, seasonal, and annual flood event assessments within NCEI monitoring activities. The FDIS will be a cloud-ready, interactive GIS portal built displaying relevant flooding and socioeconomic information at the local level. By using cloud native technologies such as Amazon and Google, this project will forward NCEI's work to run an entire operational framework using cloud-optimized, server-less applications.
This is a planned 3 year project.
Responsibilities include:
Developing data and metadata requirements for successful completion of the project in the cloud, including proof of concept, onboarding to appropriate cloud infrastructure, and appropriate release (alpha, beta, release candidate, full)
Working with a team to provide proof of concept to include information on what is needed for cloud optimization, including resources, personnel, and risks to host, analyze, and visualize flood information for public dissemination
Providing assistance to the Project Lead and team scientists in building the appropriate cloud tools to complete tasks including hosting data, machine learning, geospatial pattern recognition, web applications, and interactive map layers
Developing and iteratively improving the flood portal through usability testing and community feedback with internal and external partners
Transitioning all data, metadata, code, etc into operations through the NESDIS Cloud Common Framework (NCCF) for use by NCEI
Required Skills
Experience with scientific applications programming, scientific systems analysis, and web designing
Background in scientific software, web applications, GIS development, and cloud service applications
Experience with environmental data (meteorological, hydrological)
Python, R and Java
ESRI GIS products
OGC-compliant REST-based geospatial services, and SQL compliant DBMS
