Natural Resources Policy and Federal Affairs Manager

POSITION PURPOSE

This position manages natural resource policy issues of interest to PGE at the state and federal level. It also works directly with the Director of Government Affairs to manage PGE’s relationships with the local and DC offices of federal elected officials and certain regulatory agencies as assigned. Works cooperatively to develop policy positions and to develop and execute strategies. Represents the company to external audiences. Builds trust with a broad array of stakeholders engaged in federal advocacy to improve and protect the Company’s operating environment.

Essential Job Responsibilities

Policy Matters

  • Manage natural resource policy issues of interest to PGE at the state and federal level, such as the Forest Service’s Northwest Forest Plan Amendment, forestry issues related to utility rights of way and wildfire mitigation, as well as water and hydropower matters, and other issues as assigned.
  • Monitor, identify and analyze federal legislative and regulatory policy matters of concern to the company.
  • Work with the Director and other internal and external stakeholders, including company management and other employees, to formulate and execute company positions and strategies related to such matters.

Manage Relationships

  • Establish and maintain favorable strategic relationships with Members of Congress and their staffs, committee staff, agency personnel, other utilities, customer representatives, industry organizations and interest groups.
  • Broker resolution of conflicts and issues with government, business, and community leaders.
  • Develop and implement outreach strategies related to PGE projects and initiatives.

Testimony and Support

  • Prepare, or assure preparation of, necessary testimony, letters, reports, requests and filings to help formulate and promote PGE’s interests and/or minimize adverse impacts.

Federal PAC Management

  • Serves as federal PAC manager. Work with the Director and the PAC steering committee to develop and execute federal political engagement and contribution strategies, and prepare appropriate federal lobbyist and campaign contribution reports.

General Duties

  • Coordinate with state, local, and environmental policy and regulatory staff.
  • Report regularly to management on status of major policy issues and initiatives.
  • Act as company spokesperson in appropriate policy forums.
  • Provide reports to management detailing objectives, critical activities and strategic planning.
  • Ensure accurate maintenance of Government Affairs systems and procedures.
  • Other duties as assigned, including outage coverage.

EDUCATION

  • Requires a bachelor’s degree in political science or equivalent experience. Master’s degree in public policy or juris doctorate preferred.

Experience

  • Typically eight or more years in public policy or lobbying. Work experience in Congress or Congressional relations a plus. Experience in natural resources policy at the state or federal level a plus.

Assisting with storms or other Company emergencies is a part of all positions at Portland General Electric.

Compensation Range:

$104,325.00 - $173,875.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
