Agency Description

The Office of Public Safety (OPS) was launched in 2024 to make communities safer, improve public perceptions of safety, and help communities heal from the traumas of violence. In pursuit of those goals, OPS coordinates multi-disciplinary public safety efforts across City government and with community and institutional stakeholders. Currently, OPS has over 100 staff and is home to five (5) individual offices: Office of Criminal Justice, Office of Safe Neighborhoods, Office of Reentry Partnerships, Office of Victim Advocate, and Town Watch Integrated Services.

The Office of Safe Neighborhoods (OSN) implements strategies and initiatives to prevent, reduce, and end violence in Philadelphia. OSN is particularly focused on addressing gun violence.

The Office of Criminal Justice (OCJ) advances the Parker’s Administration’s goals of public safety and community well-being through collaborative and data-driven initiatives in Philadelphia’s criminal and juvenile justice systems.

Town Watch Integrated Services (TWIS) is a volunteer focused safety effort. Residents of the community who wish to volunteer for their community will receive assistance from Town Watch Integrated Services.

The Office of Reentry Partnerships (ORP) was formed in August 2019 to elevate and organize citywide reentry efforts and support the Parker Administration’s goal for criminal justice reform, violence prevention, and community reinvestment.

The Office of the Victim Advocate (OVA) was opened in February 2022 to provide coordination, strategic planning, and service provision for the oversight for victims, co-victims, and survivors of crime, with a special emphasis on gun violence and homicide.

Job Description

The Director of Performance Management & Technology for the Office of Public Safety is responsible for overseeing the design, management, and implementation of system strategies , managing evaluations, research, data analysis, data management and tool development across the large portfolio of programs and initiatives which are directly managed by the Office of Public Safety as well as collaborating with other City departments with regard to data and performance management for programs and initiatives which impact public safety.

Duties

This Director will shape the research, evaluation, and data integration vision and strategies for the Office and lead the execution of such strategies. The Director will also supervise the data team which includes data managers, evaluators, data analytics, data science specialists, and researchers. This Director builds and cultivates partnerships with internal and external stakeholders to advance best practices in data collection and utilization, provider evaluations, research, and reporting to ensure quality and accurate data that informs priorities for the Office of Public Safety. In addition to the management duties listed above, the director will also be responsible for developing a strategic plan to accomplish the following:

  • Integrate data, technology, and evaluation processes and tools across programs which the City funds and which directly impact public safety in order to improve both the coordination and delivery of services throughout the city.
  • Strengthen how the city utilizes data and evidence to make informed decisions about program priorities for the Office of Public Safety.
  • Build a world class data and technology infrastructure that is aligned with the evolving needs of Public Safety programming and the workforce that delivers the services.
  • Evaluate Public Safety program quality and consistency, identifying needed improvements and tracking improvements and outcomes over time.
  • Conduct short- and long-term research to evaluate the effectiveness of programs and system-wide initiatives and identify and scale what works.

Essential Functions

  • Develop strategic priorities and measurable deliverables for integrated data, research and evaluation, and technology functions within the Office of Public Safety and other City agencies which fund programs which have a direct impact on public safety – focused on improving service coordination for our citizens.
  • Lead a multi-disciplinary team of City and contracted staff. Defines, develops and manages a comprehensive and Integrated IT service Management (ITSM) landscape, based on best practice processes, disciplines, and related toolsets.
  • Assess data and technology talent capacity across City agencies and align team configurations to maximize skill sets in service of improving coordination and service delivery through more accessible and actionable data.
  • Build on existing performance measures for services and programs across the Office and identify short- and longer-term opportunities to strengthen measures and synthesize and disseminate performance data for multiple audiences.
  • Develop and implement a Quality Improvement framework for public safety programs across the city which draws on evaluation data and incorporates the voices of the community.
  • Lead the advancement of data sharing and analysis with key system partners to significantly improve service coordination.
  • Oversee the production of rigorous data analytics reports, white papers, and other data-informed communication products for the Office of Public Safety that translate complex, mixed-methods data into accessible and easy to understand information, highlighting key system improvement efforts and priorities for the general public.
  • Supervise the testing and deployment of data visualization tools for system partners, stakeholders, and the general public.
  • Design and lead implementation of data and technology user support strategies and tools for the workforce.
  • Lead other relevant data and technology projects as assigned.

  • Strong quantitative skills, including the ability to use statistical programs to organize and analyze large amounts of data.

Qualifications

  • Completion of a doctorate degree program at an accredited college or university in public administration, social sciences or a related field with demonstration of experience relevant to announcement.
  • Five to ten years of relevant data analysis experience
  • Proficiency in writing complex queries and joining and appending tables.
  • Familiarity with ArcGIS Online map publishing and tools
  • Experience with data visualization and graphic tools for creation of presentation materials.
  • Ability to identify several courses of action to make informed decisions about project development and implementation.
  • Leadership/management organizational skills; Self-starter who self-assesses and solicits feedback from others to improve their performance.
  • Effective supervision and management skills, such as establishing collaborative team structure and mechanisms, conflict/issue resolution, the ability to direct a project, and the ability to ensure a successful project lifecycle.
  • Analytical and presentations skills, strategic thinking and high professional ethics
  • Working knowledge of data management and database design principles
  • Ability to manage large datasets, table and graph production, maps, and written analysis.
  • Flexibility and capacity to manage multiple priorities with competing deadlines.
  • Knowledge of social science research and investigation methodology and its application to a variety of problems
  • Knowledge of and experience with organization-wide data and technology strategy implementation
  • Familiarity with a range of statistical techniques, including multiple regression analysis.
  • Knowledge of and experience with program evaluations that use both quantitative and qualitative methods
  • Ability to transform complex information into understandable information to guide use.
  • Advanced knowledge of Excel, Access, PowerPoint, open-source tools and statistical packages (SPSS, SAS, R, Stata, and/or similar analytical software)
  • Familiarity with dashboard software (e.g., Microsoft PowerBI, Tableau)
  • Proficient in project management software such as SharePoint and Microsoft Project
  • Knowledge of ESRI ArcPro software for editing, data creation, analysis, and map production including Model Builder and Spatial Analyst
  • Knowledge of SQL, R, and/or python scripting a plus
  • Excellent written and verbal skills
  • Knowledge of and experience with qualitative data collection and analysis a plus
  • Experience working on multidisciplinary teams a plus.
  • Experience working with data from human service organizations a plus.
  • Experience in applying for and managing large scale grant-funded projects.

Salary Range: $135,000 - $150,000
