Job Summary

The “ Manager- Safety & Training ” role is to effectively assess, develop, implement, train and benchmark programs and procedures associated with workplace safety risks and technical skill needs of the MBTA Power Systems Maintenance Department work activities executed by employees in three distinct work groups : Transmission & Distribution, Power Systems & Equipment and Electrical Maintenance. The position will work closely with the Director and Deputy Director of the Power Systems Maintenance Department ; other members of the Power Systems Maintenance Department ; the Policy, Strategy and Oversight team within E ngineering & M aintenance (E&M) Administration department ; and the other Engineering and Maintenance Safety and Training Managers ; among others, to ensure that the organizational goals are achieved.

Duties & Responsibilities

  • Support the development, implementation and m anage ment of safety programs (e.g., Hazard Communications Plan, ROW Safety, Shop Safety, Electrical Safety), including developing and tracking of key performance indicators.
  • Identify training needs and conduct safety orientation and electrical training programs, including train-the trainer sessions.
  • Manage and deliver safety and technical skills training: identify safety and technical skills training needed for new members joining the Power Department or as their scope of work evolves; manage and evaluate the safety and technical skills training for new and existing Power Department team members to ensure continued competency.
  • Maintain operational knowledge of construction safety, DLS, OSHA, ANSI, and other applicable standards, regulations, laws, and procedures.
  • Serve as a resource for safety issues or concerns for all Power Department team members.
  • Accompany MBTA Safety, DLS, DPU, insurance and OSHA personnel on worksite tours.
  • Contribute to t he annual review process of operating group safety engineers as requested .
  • Serve as Power Department’s safety point of contact, partnering with other MBTA Departments, (such as Safety, Environmental, Risk Management, etc.); union representatives; industry groups; and others
  • Chair monthly safety meetings, tracking attendance to ensure compliance with Power Department’s safety policies, programs and initiatives.
  • Support the development of Local Safety Committees within the Power Department.
  • Conduct work area safety audits.
  • Review departmental work plans to ensure safety is adequately incorporated.
  • Evaluate and offer solutions for job site hazard mitigation.
  • Ensure maintenance and inspection of safety equipment and protective wear.
  • Assist in managing work site permits: ensure appropriate permits are in place and up to date, apply for any that are needed, and confirm we are in compliance . (e.g., Hot Work, Confined Space, etc. ).
  • Oversee documentation, tracking and analysis of all Safety, Injury and Hazard statistics, trend analyses, and DLS reports.
  • Conduct or assist with incident investigation and analysis.
  • Support the implementation of incident Corrective Action Plan
  • Drive a company or personal vehicle to work locations and to assist at emergencies and/or events as needed.
  • Respond to each inquiry, whether from a customer, vendor or co-worker in a professional and courteous manner.
  • Work any and all shifts and/or locations as assigned or directed.
  • Respond or report to work as directed for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform related duties and projects as assigned.


Minimum Requirements & Qualifications

  • Bachelor’s degree in safety, occupational health, electrical engineering or equivalent
  • Minimum of five (5) years of construction or electrical utility safety experience
  • Experience developing and implementing electrical safety programs
  • Working knowledge of OSHA workplace safety concepts and programs including Job Hazard Analysis (JHAs), hierarchy of controls, and personal protective equipment (PPE).
  • General knowledge of the electrical industry and electrical theory
  • Detail orientation sufficient to organize and run multiple project tasks.
  • Proficiency in Microsoft Office.
  • At least two (2) year of supervisory experience managing a team including but not limited to, motivating and performance management.
  • Strong teamwork orientation, initiative, communication, problem-solving, and leadership skills
  • Effective organizational, analytical, confidentiality, multi-tasking, time management and interpersonal skills.
  • Ability to handle sensitive and confidential information in an appropriate manner .
  • The ability to pass background screenings; a Criminal Offender Record Information (CORI) check; and the MBTA's medical requirements, including a physical examination and drug and alcohol screening.
  • Have excellent customer service, conflict resolution, writing and speaking skills.
  • The ability to provide internal and external customers with a courteous and professional experience.
  • Have a satisfactory work record including overall employment, job performance, discipline and safety records .   • Have the ability to work any and all shifts and/or locations as assigned or directed.
  • The ability to supervise and work effectively with a diverse workforce.
  • Current driver’s license.


Substitutions Include

  • High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • An Associate’s degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • A Master’s degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience


Preferred Experience and Skills

  • Certified Safety Professional (CSP) certification preferred.
  • Experience with safety related software programs and learning management systems.
  • Experience developing and providing safety training.

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
