DSHS DDA Administrative Hearings Coordinator

We’re looking to hire an Administrative Hearings Coordinator at the Department of Social and Health Services (DSHS), Developmental Disabilities Administration (DDA).

As the Administrative Hearings Coordinator (AHC), you will be responsible for representing DDA in administrative proceedings, which includes the preparation and presentation of documents, witness testimony, and legal arguments to explain the basis for specific DDA decisions regarding an individual’s eligibility or services. You'll collaborate closely with regional staff, DDA Central Office, and the Assistant Attorneys General in the development and refinement of effective representation strategies, DDA practice improvement, and policy issues that arise in the administrative hearings process. You will also consult with the Office of Administrative Hearings (OAH) and Board of Appeals (BOA) to ensure efficient

hearings caseload scheduling and management.

As the Administrative Hearings Coordinator (AHC), you will provide a consistent, professional, and competent representation of DSHS/DDA in Region 2 administrative hearings.

By providing professional representation of the Administration position in hearings and sound consultation and advice regarding administrative proceedings, you will support the Department and Administration’s mission of transforming lives by providing support and fostering partnerships that empower people to live the lives they want.

This job will be located in the Everett office. Snohomish County employees are eligible to receive an Orca Card for transportation needs.

The majority of the essential functions of the position can be completed remotely. However, there may be travel required to the Everett DDA office for office coverage and other travel as needed for official job duties.

Some Of What You’ll Do

  • Represent DDA in administrative proceedings before the Office of Administrative Hearings (OAH) and the Board of Appeals (BOA) on challenges to regional case management decisions regarding the authorization, termination, denial or reduction of client services.
  • Draft and prepare legal documents and pleadings related to administrative proceedings.
  • Prepare professionally written reports, plans and oral arguments
  • Negotiate with clients, appellants, or their representatives prior to administrative hearings with the authority to settle issues in dispute.
  • Interpret, advise upon, and implement DDA Policies, procedures, WAC provisions, and statutes related to DDA programs and services.
  • Serve as a liaison and consultant with Assistant Attorneys General (AAGs) and regional field services management and staff.
  • Coordinate with OAH judges and staff to ensure efficient scheduling and management of administrative proceedings caseloads
  • Maintain a regional training curriculum on administrative proceedings for periodic training and presentations to regional staff and management on administrative proceedings process, investigations, evidence, and relevant DDA practice issues.

We’re looking for a professional with:

  • One year of experience as a Social and Health Program Consultant 3 or equivalent;

OR

  • Two years of experience as a Social and Health Program Consultant 2 or equivalent;

OR

  • A Master’s degree in social work, a health or social science, public administration or a related field; AND four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs;

OR

  • A bachelor’s degree in social work, a health or social science, public administration or a related field; AND five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

OR

  • A combination of professional / education experience of nine years in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs including interpreting and implementing RCWs and WACs.

Note: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.

  • RCW, WAC, and DDA programs and policies pertaining to duties of the position
  • Principles of legal process, witness interviewing, document collection and assessment, conflict resolution, negotiation and litigation
  • Ability to: Comprehend complex legal issues and draft timely responses representing the Administration position
  • Read, interpret, and implement policies, rules, and regulations
  • Compile data, extract information, and generate comprehensive reports
  • Self-direct and work independently with little supervision, organizing own work environment to complete tasks or projects within deadlines
  • Interpret statutes, codes, policies and operating procedures to hearings personnel, staff, clients, families, and others
