The State of Wisconsin, Department of Military Affairs (DMA) is hiring a Military Affairs Facilities Branch Chief. This position is based at the Joint Force Headquarters building, in Madison.

This position will work full-time, generally Monday through Friday. Exact schedule will be determined upon hire.

Position Summary

The Military Affairs Facilities Management Branch Chief works within the Wisconsin Army National Guard (WIARNG) Construction and Facility Management Office (CFMO), Facilities Management Branch. Under the general supervision of the Deputy Construction and Facility Management Officer, this position directly supervises employees throughout the state of Wisconsin and is overall responsible for the entire Facilities Management Branch.

The Facilities Management Branch is responsible for the day-to-day upkeep, routine services, maintenance, repair, grounds upkeep, and minor remodeling of approximately 280 buildings totaling approximately 1.8 million square feet of armories, 590,000 square feet of maintenance facilities, 590,000 square yards of civilian vehicle parking and roads, and 517,000 square yards of government vehicle and equipment parking. Facilities are located on over 70 sites throughout the State of Wisconsin.

The Military Affairs Facilities Management Branch Chief establishes policies and procedures for staff as well as for the operations and maintenance of WIARNG facilities. This position is responsible for strategic and long-range planning in support of the statewide buildings and grounds administration as well as managing and prioritizing authorized funding and identifying cost saving initiatives. This position will travel within the state approximately 25% of the time.

Salary Information

Starting pay is between $40.00 and $51.85/ hr.

This position is in the 81-02 pay schedule/range. A two-year Career Executive trial period will be required.

This position will work full-time, generally Monday through Friday. Exact schedule will be determined upon hire.

For current permanent state employees, pay will be set in accordance with the State Compensation Plan.

The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

Job Details

Regular weekly travel is expected to statewide branch locations. A valid driver's license is required. Some overnight travel is required.

Travel to National Guard Bureau training required one to two times per year which may include airline travel and overnight stays.

This position requires possession and continued maintenance of a Common Access Card (CAC) for the purpose of accessing a federal computer system or application which is required to perform an essential job function. Acquiring a CAC requires the successful completion of a vetting and background check process.

All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO.

Qualifications

Candidates who meet minimum qualifications will have experience with:

  • Developing policies and procedures.
  • Supervisory experience directing the work of multiple individuals in the construction or building maintenance industry who maintain and repair industrial, institutional, or commercial facilities.
  • Managing multiple contracts for buildings and grounds services such as lawn care, rubbish, and snow removal.
  • Supervising construction or maintenance work at multiple geographic locations at the same time.

In addition to the minimum qualifications, well-qualified candidates will also have the following preferred qualifications/experience:

  • Reviewing design documents and consulting with project management staff.
  • Interpreting multi-faceted rules and regulations and applying them to organizational standards or practices.
  • Conflict resolution in a professional setting.
  • Supervising other supervisors or other management staff.
