REPORTS TO (Title): Landlord Liaison Program Manager

Purpose: (General description and summary)

New Narrative’s Housing Multnomah Now (HMN Landlord Liaison program is funded by the Joint Office of Homeless Services (JOHS) consisting of a full-time Landlord Liaison, who work collaboratively with other community partners to create housing accessibility. To accomplishment this, landlord liaisons establish and maintain positive working relationships with landlords across Multnomah County. Landlord Liaisons operate on the front end of landlord engagement, establish landlord partnerships, finding available rental units, and coordinating with other community partners to ensure housing opportunities in Multnomah County. In addition, the Landlord Liaisons will promote services that align with the Housing First Model, a Person-Centered approach, Assertive Engagement, Trauma-Informed Services, and the Advancement of Racial Equity.

Accountabilities

  • Increase access to affordable housing for individuals (households) in Multnomah County
  • Establishes a network of landlord partners to provide access to rental housing for vulnerable populations.
  • Creates opportunities to benefit Providers of Supportive Housing Services (SHS) and their program participants through the establishment of long-term partnerships with Multnomah County landlords who are willing to rent to RLRA voucher holders, local landlords will reach out when they have available units, work with teams who provide long term wrap around supports and consider or create low barrier screening criteria.
  • Creates mutually beneficial opportunities and trusting relationships with local landlords, understanding the landlords perspective, wants and needs, the significance of the role they play in supporting participants, and how they will benefit from guaranteed rent, collaboration with providers of SHS, and other available incentives.
  • Advances Racial Equity at all levels of housing services: outreach to SHS providers, service entry and enrollment, access to housing, ongoing support services.

Essential Duties And Responsibilities

  • Creates opportunities for housing access to RLRA voucher holders by establishing relationships with landlord partners willing to rent to participants.
  • Conducts landlord engagement by identifying prospective landlord partners, marketing to landlords in Multnomah County, understanding the “landlord perspective” and the role landlord partners play in the housing acquisition and retention successes of participants.
  • Develops and utilizes marketing packets, tracking systems, and other forms of documentation necessary to carry out the day-to-day operations of the program and the purpose of tracking program outcomes.
  • Establishes a network or pool of landlord partners and system of notification when landlords have available rental units.
  • Cultivates positive working relationships with providers of SHS
  • Provides educational and discussion group opportunities for SHS providers that promotes the guiding principles derived from the following: A person-centered approach to services; a peer-perspective, Housing First model, Harm Reduction, an Equity Lens, SHS model, Assertive Engagement, Recovery Model, etc.
  • Facilitates introductory meetings between landlord partners, providers of SHS and those who seek housing.
  • Facilitates tours of properties, available rental units, and opportunities for participants to apply for housing.
  • Supports in lease signings and move in processes, as appropriate, as needed, or as requested by the landlord partner and/or provider of SHS.
  • Checks in regularly with landlord partners and providers of SHS to ensure the satisfaction of each, obtain feedback, and identify areas for improvement.
  • Serves as mediator between landlord partners and providers of SHS when conflicts arise and to help remedy these situations.
  • Attends all meetings as required by JOHS and supervisor.
  • Documents all landlord outreach and engagement efforts.
  • Utilizes support from JOHS, NN Housing TEAM programs, Housing TEAM leadership, Home Forward, community partners, and more to identify prospective landlord partners.
  • Collaborates with Landlord Liaisons from Clackamas and Washington Counties for support, feedback, and recommendations that helps with personal job performance, increases knowledge, and improves program functioning.
  • Develops and maintains positive working relationships with Community Partners.
  • Attends all training; requested and or required by supervisor or JOHS.
  • Responds in a timely and appropriate manner, answering and supporting the needs and questions of landlord partners and SHS providers.
  • Tracks outcomes and generates program updates and reports as needed or requested.
  • Serves as point person for coordinating landlord incentives, demonstrates incentives expertise, knowledge of who qualifies to receive incentives, and the disbursement of incentives to landlord partners.
  • Other duties as needed or assigned by your supervisor.

Education/Certificates/Licenses/Registration:

Must have valid CPR and First Aid Certificate.

Qualified Mental Health Associate (QMHA) with a Degree in Psychology or related field preferred.

Experience/Qualifications:

2 years’ minimum experience working in Supportive Housing Services, Marketing experience preferred.

1 year experience working in mental health or related field.

Must have experience serving homeless individuals, and ability to provide services to dually diagnosed, and severely mentally ill persons.

Must possess the skills necessary to work independently.

Knowledge of all administrative rules and other applicable laws and regulations, along with the acceptable program practices and guidelines.

Understanding of Supportive Housing Services, Landlord-Tenant Law, and Fair Housing.

Understanding of community mental health systems, funding streams, and housing resources.

Personal lived experience is valued on the Housing TEAM: as a former or current recipient of mental health services; experience in unhoused situation(s); having a family member who has experienced mental health challenges or issues with substance use; a minimum of two years in recovery from alcohol or other drug use.
