Minimum Qualifications

Applicants may be appointed to this position if currently reachable on the appropriate eligible list; OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent or contingent-permanent service as a Fire Protection Specialist 3 and are interested in reassignment; OR are a Current New York State employee with one year or more of permanent or contingent-permanent service as a Fire Protection Specialist 3.

Duties Description

The incumbent will report to the Office of Fire Prevention and Control Fire Training and Education Branch. Duties will include but are not limited to:

  • Direct, supervise, and manage regional field staff in an assigned technical program for both training and emergency response roles and coordinate field operations with other OFPC Branches.
  • Direct the planning, development, and delivery of firefighting, hazardous materials, technical rescue, and other fire and life safety related training programs.
  • Approve the development of public education and fire service training materials, program curricula, and related materials.
  • Authorize the certification of completion of training programs or meeting the requirements for advanced certifications for fire training and other training and educational programs.
  • Approve the selection of State Fire Instructors in their assigned program area(s).
  • Direct and supervise the initial and ongoing refresher training to assure assigned OFPC staff are qualified and capable of performing their training and response functions.
  • Provide fire protection advice and consultation to boards, commissions, state and local government, federal officials, public officers, and private industry.
  • Research and develop fire reporting data capture and analysis methods.
  • Prepare papers on technical issues in the fire prevention and control field.
  • Evaluate and recommend local government fire prevention and protection needs, code interpretation, and compliance requirements.
  • Direct and supervise the preparation of federal grant proposals as assigned and/or assist DHSES with evaluation of federal and state grant proposals for local and county governments.
  • Provide direction and guidance for situations requiring immediate attention in the absence of the Deputy State Fire Administrator and the State Fire Administrator.
  • Perform the full range of supervisory responsibilities.
  • Perform other duties and special projects as required.

Note

  • Travel may be required (approximately 60%), including during evening and weekends, depending on mission and assignment.
  • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

Additional Comments

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
