The Development Manager is expected to be the leader of the project and is responsible for controlling the progress of the project in a fair, professional manner. They will effectively manage and balance the goals related to schedule, cost, and quality.
Qualifications
- Bachelor's degree in construction management, engineering, architecture, or related field.
- 5 years of job experience in owner’s representation, design, or construction management. Focus on multiple-family housing, senior living communities, hospital/healthcare, or hospitality is a plus.
- Proven track record of executing projects with a collaborative and communicative approach with owners, operators, design consultants, and contractors.
- Knowledge of design and construction contract terms and conditions, especially the AIA suite of design and construction contracts.
- Background in supporting operating facilities for repair and improvement projects.
- Excellent budgeting and estimating knowledge and experience from conceptual estimating to budget preparation and tracking.
- Willingness and ability to travel to communities; the position will be based out of the central office in Beaverton, Oregon.
- Along with TDC leadership, manage the engagement of all consultants and contractors on projects, from solicitation, analysis, and negotiation to final contract execution and administration, including all change orders.
- Manage the creation of contracts and agreements including exhibits and scope documents.
- As the Owner’s Representative, manage and administer contractors and consultants proactively and assertively to maximize the team’s performance while minimizing change orders or delays.
- Develop overall project schedule, from entitlement to operations turn-over. Manage the project team to ensure that scheduled tasks are completed promptly, adjusting where necessary to allow for unforeseen conditions, while ensuring that the overall schedule is maintained.
- Develop preliminary budgets of project hard and soft costs as required for feasibility studies, financing, and project management purposes. These budgets are expected to be realistic evaluations of project costs that provide effective management tools for making investment and financing decisions relative to the project. Update and maintain budgets as required to reflect changing project parameters.
- Track and administer the overall project budget, along with the accounting team, including cost projections along with the accounting team.
- Review and approve invoices, contractor draws, and change orders to make sure all are processed on a timely basis and contracts, budgets, and pay applications are accurate.
- Provide constructability and design insight on projects
- Manage design-right-sizing and value engineering to ensure the project stays on budget.
- As the design progresses, identify cost overrun potential scope. Initiate and manage value engineering processes as necessary to keep project hard cost estimates within budget.
- Hold regular project meetings and ensure documentation is communicated that accurately reflects discussions held, decisions reached/direction given, and actions required.
- Represent Touchmark and communicate with necessary parties related to new and current company projects, including local jurisdiction staff, adjacent property owners, and existing community stakeholders.
- Work closely with operations and marketing/sales staff through the sales, start-up, and commissioning process to ensure a smooth transition from construction to operations.
- Provide insight, advice, and updates to company and community leadership during all project phases.
