Project Resource Specialist

Expected Pay Range: $58,500 - $67,500/year

Summary And Scope

The Project Resource Specialist will assist the Resource Managers with subcontracts, schedules, vendors, and compliance requirements across all projects and programs. The role will regularly collaborate with internal departments and functions as well as exterior partners, vendors, and customers.

Essential Functions

  • Develop a deep understanding of the company’s business in order to build and maintain relationships between departments
  • Develop a deep understanding of the company’s mission, culture, and values
  • Assist Resource Managers to create accurate and precise request for quote documentation, statement of work and additional documentation needed for proposals and subcontracts.
  • Work with project leads to counsel and discuss subcontracting opportunities with representatives of underutilized businesses.
  • As required, work with Resource Management and the Vendor Services Department to ensure written notification is provided to unsuccessful small business concern subcontract offerors of the successful subcontractor offeror and required information. Ensure all written notifications are properly executed and documented
  • Work with Resource Management and the Vendor Services Department in finessing subcontracts to ensure vendor statements of work are accurate and precise and subcontracts are executed on time.
  • Conduct periodic reviews of subcontract processes to ensure deliverables and timelines are met
  • Assist project leads, department leads, and build team with project scheduling; this may look different for each project; this may include scheduling and coordinating with multiple internal and external elements
  • Assist in project compliance:
  • Clear understanding of the Government Procurement process and Federal Acquisition Regulation (FAR) to interpret and communicate requirements to project leads.
  • Knowledge in reading contracts and reportable data to ensure we meet the requirements. Communicate requirements to project leads for awareness.
  • Understand vendor and Insurance requirements to assist in creating a compliant sub-contract or vendor agreement.
  • Understanding of Small Business Subcontracting goals to ensure we are making a good faith effort to meet goals.
  • Research and identify underutilized businesses to partner with on potential and awarded projects.
  • Work with contracting, vendor services, and legal departments to ensure project compliance and assess company risk.
  • Identify resource trends across projects and connect teams to increase efficiencies (when appropriate), to include internal and external resources
  • Work with Project Management and Vendor Services Departments to analyze offers and properly document Subcontractor award decisions.
  • Assist Resource Managers with creating and updating department processes and procedures.
  • Work with Field Operations Department to create processes and procedures for proper and accurate data reporting on-site
  • Assist in file organization
  • Performs additional responsibilities as required.

Skills And Specifications

  • Strong history in team-based leadership; particularly the ability to influence, negotiate, collaborate, and lead with both remote and on-site stakeholders
  • Outstanding listening and communication skills, both written and verbal.
  • Tact, diplomacy, and the ability to maintain strict confidentiality
  • Ability to work independently, often with limited instruction
  • Excellent time management skills, organized and detail oriented
  • A self-starter
  • Proficiency in Monday.com & Microsoft suite particularly Excel and Word

Required Education And Experience

  • High School Diploma or GED equivalent, required.
  • Bachelor’s degree, preferred.
  • Experience in OCONUS Government Procurement or International Procurement Desired
  • 5 years’ experience in project or program management or project coordination is required and should include:
    • Experience with federal government contracts
    • Experience with subcontracting and/or vendor management
    • Experience with projects concerning disaster relief, construction, event management, base camps, or a similar subject matter
    • Similar, relevant experience will be considered.
Physical Demands

While performing the duties of this job, the employee is regularly required to talk, see, hear, sit for extended periods, stand, walk, engage in repetitive motions, and use hands and fingers to manipulate objects, tools, or controls. May lift and carry materials and equipment weighing up to 25 pounds.

Expected Hours of Work

The ability to work flexible hours including nights, holidays, and weekends will be required based on contract needs. It is expected for this position to attend regular meetings during typical work hours in Eastern Standard Time as well as meetings as needed for assigned projects in other time zones.

Work Environment

This job operates in a professional office environment and field environments. This role routinely uses standard office equipment such as laptop computers, smart phones, tablets, photocopiers, filing cabinets and other presentation materials. There is an expectation of clear communication in English both written and orally.

Travel

This position requires up to 30% travel. Travel is dependent on contract load. The ability to travel to job sites and be away for extended periods of time based on contract needs is required. Short notice travel is required with 24-48 hours’ notice.

Work Authorization

  • Must be authorized to work in the United States.
  • Must be able to travel within the Continental United States (CONUS)
  • Must pass a drug test, motor vehicle record check, occupational health physical and lift test (if applicable), credit check (if applicable), and a background check upon accepting a conditional offer of employment.
  • Must possess a valid driver's license. Have/maintain a clean driving record.
