The Indian Child Welfare Act (ICWA) team in the Children & Family Services (CFS) area of Health and Human Services is seeking to fill a Planning Analyst position. This position will be responsible for project management, planning, and analytics for the ICWA area and for ensuring that the area operates at a high level of cultural responsiveness and Tribal engagement.

Location and hours:

This position is hybrid and will be performed both on-site at Hennepin County Human Service Centers and various other county locations, and remote as job duties require. Work hours will typically be Monday through Friday, 8 a.m. - 4:30 p.m. with some flexibility, and occasional evenings and some overnight travel outside the metro/state will be required. While this position is designated as hybrid, b ased on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In This Position, You Will

  • Perform planning, project management, facilitation, research, and evaluation activities related to the Children & Family Services ICWA area.
  • Utilize qualitative and quantitative data and information to recommend service and program changes and re-alignments.
  • Collaborate with CFS colleagues, Hennepin divisions and service areas, Tribal governments, and key Native leaders and organizations to improve operational efficiency, strategic plan alignment, and to elevate the voice of Tribes, Native stakeholders, and families, youth, and children.
  • Oversee ICWA collaboration regarding Department of Human Services compliance audits and reviews, and manage ICWA projects, initiatives, and continuous quality improvement efforts.
  • Facilitate training for new and existing members of the ICWA workforce to ensure a high standard of social work practice.
  • Coordinate frequent case reviews with Tribal partners and develop ways to engage with them as equals, to enhance awareness and appreciation of Indigenous cultures, and to exchange data with Tribal social workers and leaders.

Need to have:

  • One of the following:
    • Bachelor's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS or management science, urban/city planning, or a field appropriate to the area of specialization.
    • Bachelor's degree or higher in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and one year or more of relevant planning analyst experience.
    • A valid driver's license and daily access to reliable transportation to travel within and outside of the metro area to meet with individuals in the community and to perform authorized off-site work duties.

    Nice To Have
  • One year or more of experience working with or within Tribal governments and/or Native families.
  • Experience:
    • With project management.
    • Working with the Indian Child Welfare Act (ICWA) and the Minnesota Indian Family Preservation Act or another state's equivalent.
    • Collecting, analyzing, and interpreting data to help improve business or organizational practices.
    • Facilitating training.

  • Ability to:
    • Apply problem-solving skills and make data-informed recommendations for action.
    • Communicate effectively both verbally and in writing.
    • Work independently and successfully manage multiple priorities and projects.
