Duties

This position permits, but does not require, remote work. The official duty station and physical worksite for employees who do not opt for remote work will be the Alexandria, VA Headquarters or one of the USPTO's Regional Offices located in Dallas, TX; Denver, CO; Detroit, MI or San Jose, CA. The official duty station for employees who opt for remote work, will be their approved remote work location. Employees' locality pay will be determined by the location of their official duty station.

The individual selected for this position SHOULD enjoy performing the following duties:

  • Organize and lead outreach meetings with internal and external stakeholders.
  • Develop training content and metrics, prepare reports, presentations, and data analysis.
  • Draft and negotiate terms of Joint Project Agreements and/or Memoranda of Understanding.
  • Build networks with external stakeholders and information sharing for effective communication.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Patent Administration Series .

Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized Experience For This Position Includes

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service in the following:

  • Experience independently developing, planning, and administering stakeholder outreach on intellectual property related matters;
  • Experience in setting goals and making independent decisions that produce high-quality results by analyzing problems, calculating risks, and developing suitable solutions;
  • Experience in effective oral and written communication; and
  • Experience with working in teams to produce tangible results.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a Non-Bargaining Unit position.

This is a Public Trust position and has a risk level designation of "moderate."

Background Investigation - If selected for this position, you may be required to complete a Declaration for Federal Employment (OF-306), which includes a fingerprint and credit check, to determine your suitability for Federal employment and to authorize a background investigation.

Relocation Expenses are not authorized and will not be paid.
