Duties

  • As the District Manager, directly accountable for overall program direction, execution, and approval of all activities within the District. Other duties include but are not limited to:
  • Responsible for development and implementation of a District vision/strategy which integrates key national and state program goals, priorities, and values and political, economic, social, technological, and administrative factors.
  • Responsible for applying the policies and programs of the Department of the Interior in the management of natural and cultural resources on BLM managed public land.
  • Responsible for establishing and enhancing working relationships and alliances within the District and State Office organizational structures as well as with others outside of BLM Nevada.
  • Responsible for the acquisition and administration of the human, financial, material, and information resources necessary for the operation of the District.
  • Responsible for setting short and long-term direction and priorities for accomplishment of work within the district.
  • Performs personnel management tasks such as making selections, approving leave, establishing performance standards and evaluating performance.

  • May require a one-year probationary period.

Qualifications

For the GS-14 grade level - One (1) year of specialized experience equivalent to the next lower grade level (GS-13) in the federal service. Specialized experience is further defined as experience applying the concepts, principles, and practices of multiple-use land management in directing the use of public lands for the continuing benefit of the public.

There is no substitution of education for experience at the GS-14 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: Work is mostly of a non-physical nature behind a desk as in a public contact situation; however, field inspection trips are necessary involving walking, bending and climbing on steep and uneven terrain. A considerable amount of travel may be required.

Work Environment: In addition to office routine, the duties may involve being outside in, at times, extreme weather conditions. Adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

This position falls under the group coverage qualification standards for Administrative and Management positions there is no Individual Occupation Requirement for this position.

Additional information

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework within the local commuting area with supervisor approval.
