, Job Description

Under general direction, the Airport Economic Planner manages and/or supervises an Airport section and directs and coordinates its activities. Positions in the class exercise a significant amount of judgment and discretion in meeting, communicating, problem solving and negotiating with representatives of Airport tenants, airlines, aviation support companies, government agencies, contractors and consultants, representatives of governmental agencies and commissions, and Airport staff and management; and performs related duties as required. Examples of major programs managed by positions in the class include but are not limited to: Client Services, Management Services, Regional, National and International Business Development, Risk Management, Retail, Airline and Customer Services and Property Management.

This recruitment will be used to fill multiple positions within SFO, which may include the following assignment areas:

Aviation Management Section

Aviation Management section performs a variety of functions related to the Airport’s property management and business development programs, financial and economic business planning, development and management at the San Francisco International Airport

Budget Section

Budget section develops and manages the $1.6 billion Operating Budget and $11 billion Five-Year Capital Plan and Ten-Year Maintenance & Capital Plan. The section informs fiscal policy directives, processes, reporting and strategies. The section collaborates with various stakeholders to implement the highly complex and sensitive financial programs essential to the financial viability of the Airport.

Financial Planning & Analysis Section

Financial Planning & Analysis section conducts complex analyses that drive leadership decision-making in rates and charges, revenue forecasting, budgeting and tracking, financial and economic reporting, air traffic forecasting, financial modeling and analysis, and data collection and revenue systems.

Risk Management Section

Risk Management section performs a variety of functions related to the Airport’s comprehensive risk management and compliance programs including but not limited to insurance programs management, risk evaluation, construction safety insurance, and contract compliance; financial and economic business planning, development and management.

Duties and Responsibilities:

Responsibilities will vary depending on specialty area and team assignment, however, general duties and responsibilities are as follows:

  • Plans, supervises and coordinates the activities of Airport units engaged in business, finance, capital, and related programs; trains and evaluates the work of assigned personnel;
  • Implements and supervises the Airport’s fiscal policy operations in connection with its capital budget program, capital project funding, and bond financing program; analyzes, recommends, coordinates, and where applicable, negotiates the financings of new Airport facilities and assesses the financial impact of the Airport’s capital program on the debt service costs;
  • Supervises and coordinates the Airport’s business development and business management programs; implements programs for the leasing and rental of terminal space, retail concessions, and Airport land and buildings for retail merchandisers, foreign and domestic air carriers, cargo enterprises and other tenants; conducts research and performs analysis to ensure maximum economic utilization of Airport lands and properties;
  • Develops, implements, and manages retail and food/beverage programs to optimize net revenue; assures participation in selection process of qualified tenants, including also minority, women-owned, and San Francisco based business.
  • Plans and implements, and manages the Airport program(s) to expand the markets served by the Airport, improving and sustaining stakeholder relations including setting up public relations programs to attract new and established airline business.
  • Manages and performs risk assessment of Airport systems and procedures; designs and implements studies to evaluate identified exposures; and develops and implements preemptive corrective action plans.
  • Develops and implements comprehensive programs to increase revenue generation via improved customer service; identifies roles for customer service training consultants and other specialists, organizes selection processes, and manages contractors activities; implements studies to evaluate customer services issues, including effectiveness of customer service activities.
  • Writes a variety of reports, grants, budgets; recommends, and plans marketing activities; oversees contract administration, records management and tenant liaison.
  • Represents the Airport to General public/customers, contractors, developers, engineers, vendors, Board of Supervisors, Airport Commission and other governmental agencies and City departments. May serve as Assistant Deputy Director in his/her absence.
  • May include additional duties as assigned.

, Qualifications

Education:

Possession of a Baccalaureate degree from an accredited college or university with major coursework in Economics, Business, Accounting, Airport Management, International Relations, Administration, Public Administration, or a related field. AND

Experience:

Five years of progressively responsible experience in the area(s) appropriate to the assigned position. These areas may include but are not limited to: municipal bond and debt issuances, investment portfolios, capital project analyses and evaluation, contracts, budgets, retail branch or airline line station management, airport retail program development, airport property management, transportation service planning or marketing, international trade, customer service planning, aviation risk assessment, aviation space utilization or expansion.Note: The job area(s) for this recruitment is defined in the position description listed above.

Substitution:

Additional qualifying experience as described above may substitute for the required education on a year-for-year basis (up to a maximum of 2 years). Note: One year (2000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/45 quarter units. (2000 hours of qualifying work experience is based on a 40 hour work week.).

Note: Residential property management experience is not qualifying.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation (Weight: 100%)

Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.

A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score.

Transportation Security Administration (TSA) Security Clearance:

Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance

This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Eligible List/ Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6)months, and may be extended with the approval of the Human Resources Director.
