Startup Readiness Program Technical Authority Support

UDR is seeking qualified candidates for a Startup Readiness Program Technical Authority Support opportunity in Richland, WA to support the Hanford Site.

Work Location:

Will perform the work scope at the Buyer’s facility located at 2620 Fermi Building in Richland also shall perform the work scope onsite past the Wye Barricade as directed by the BTR should conditions warrant.

SCOPE OF WORK

Provide programmatic leadership and expert level knowledge associated with the U.S. Department of Energy (DOE) O 425.1D, Verification of Readiness to Start or Restart Nuclear Facilities.

Responsible for providing program and project oversight for Hazard Category 1, 2, or 3 nuclear facilities, activities, or operations that are engaged in a Startup Readiness process or undergoing a Readiness Review Determination. Provide oversight, guidance, and a wide variety of non-hazardous specialized administrative/technical duties in support of the successful completion of Startup Readiness goals. The work scope for this activity includes the resources, material and/or equipment necessary to accomplish the deliverables.

Minimum Qualifications Required

  • U.S. Citizenship
  • This is a Part Time On Call (PTOC) 1 year opportunity.

Preferred Experience

Provide expert-level guidance and leadership to projects involved in the Startup Readiness process, which currently include the following:

  • Transportation Safety Document
  • Multi-Canister Overpack Welding
  • WESF Transfer, Packaging, and Delivery of CSS Casks
  • Capsule Storage Area Facility Receipt and Storage of Cask Storage System Assemblies

Shall Also Support Any New Facilities, Activities, Or Operations Identified For Entering The Startup Readiness Process To Include The Following Tasks

  • Fulfilling the role of Startup Readiness Technical Authority
  • Issuing the Startup Notification Report
  • Providing customer interface
  • Conducting Readiness Review Determinations
  • Collaboration and Guidance for facilities developing:
    • Startup Plans
    • Activity Readiness Plans (ARP)
    • Declarations of Readiness
    • Readiness Self Assessments
    • Plans of Action (POA)
    • Implementation Plans
    • Final Readiness Reports
  • Ensuring startup procedures and associated forms are up to date and revised as necessary.
  • Administration and retention of completed readiness documents Maintenance and updates for content of the Startup Readiness Webpage
Acceptance Criteria

  • Work products and services provided shall meet all applicable Buyer procedures for control and review of work products and must meet the requirements of Startup Readiness.
  • All deliverables shall be accurate, legible, and reproducible.
  • Before final delivery, the Buyer shall review work products, as applicable, for technical adequacy, completeness, and appropriate content.
  • Acceptance shall be based on validation by Buyer that the Candidate has accurately completed all work and resolved and/or incorporated all Buyer comments.

Security And Badging Requirements

  • For any on-site work, general site access badging is required.
  • Work does not require individuals to possess a security clearance.

WORK HOURS

  • shall provide support to facilities engaged in the Startup Readiness Process and/or the overarching program on an as needed basis. It is possible that there may be lulls or overlaps in Startup Readiness activities. There will be no expectation regarding the minimum number of hours worked. The work schedule will be contingent on the support required by the Startup facility and/or the Startup Readiness Program. The Contractor should expect a flexible schedule; for example, one week may require 40-hours of work, whereas the following week may have no billable time.
  • The majority operates on a 4 x 10 schedule, whose standard workday consists of 10 hours of work between 6:00 AM and 4:30 PM. No work occurs on the non-working Fridays. If schedule alternative is required BTR will communicate to Contractor’s contact.
