Coordinator - 21st Century Community Learning Center

General Responsibilities

Responsible for the coordination and implementation of the 21st Century Programs at various schools: staffing, staff development, supervising personnel, budget management, and liaison to the Department of Education (D.O.E.) concerning grant requirements, community relations and general operations of the programs. Periodically reports status of program to the Executive Director of Literacy, Academics & Targeted School Improvement/Chief Academic and Accountability Officer.

Program Development And Implementation

  • Ensures school administration, Site Managers, and Program Assistants are familiar with the grant’s goals, objectives, and requirements compatible with the mission and goals of Roanoke City Public Schools (RCPS). Utilizes these objectives as the basis for planning the programs and activities.
  • Ensures that School Administration and Site Managers meet quarterly to collaborate on effective implementation of the curriculum for student achievement.
  • Effectively plans, implements, and provides leadership for personnel working in the after-school programs, specifically Site Managers and Program Assistants.
  • Ensures that Site Managers collect, and document pertinent information and data required for D.O.E. reporting.
  • Regularly review program plans, expectations, and accountabilities with individual Site Managers.

Community Relations

  • Assists Site Managers and Program Assistants in developing and implementing a recruitment plan targeting students in need of remediation. (Solicits assistance from school administration)
  • Meets and works with established community partners to ensure they understand their role as a partner/subcontractor, the grant requirements, invoice process, RCPS schedule, workshop observations, and the communication process.
  • Production and coordination of 21st Century events and promotions.

Administrative Functions

  • Submits required reports to the Department of Education; ALERT, APR, SSWS, PPICs and GMD for all sites
  • Submits the Continuation Applications to the D.O.E. for sites completing their first and second year of operation.
  • Organizes and presents all documentation required for D.O.E. site monitoring.
  • Ensures Site Managers and Program Assistants keep all relevant documentation up to date.
  • Works with the Grants Accountant to manage site financial resources, controls expenditures against budget.
  • Assists RCPS in the completion of prospective 21st Century RFPs.
  • Approves and submits bi-monthly payroll for Site Managers, Program Assistants, activity assistants and tutors to the Executive Director of Literacy, Academics, & Targeted School Improvement.
  • Enters purchase requisitions and receivers in KeyNet.

Policy Implementation

  • Ensures all staff are aware of and understands organizational goals and policies.

Staff Supervision

  • Conducts training for new Site Managers and Program Assistants during the first 30 days of employment.
  • Ensures Site Managers and Program Assistants supervise their programs and staff effectively.
  • Meets with staff regularly for the purpose of discussing and coordinating program plans, evaluating programs, activities & safety.
  • Regularly observes and gives timely feedback to staff regarding their performance.
  • Assists Site Managers and Program Assistants in the overall operations of the sites.
  • Follows personnel policies for hiring, terminations, and evaluations.

Facility Management

  • Ensures Site Managers and Program Assistants are conducting routine inspections to assess and modify maintenance and safety requirements.
  • Ensures staff are trained to implement emergency procedures.

Marketing

  • Oversees appropriate information for advertising and promotion of the program.

Relationships

  • Internal: Maintains close, daily contact with Site Managers, Program Assistants and professional staff to interpret and explain 21st Century’s mission, program objectives and standards. Discusses issues and provides/receives information.
  • External: Maintains contact with external community organizations, school administration, parents, and others.

Knowledge, Skills And Abilities

Thorough knowledge of child development. Demonstrated ability in personnel supervision, facilities management, and the recruitment and retention of key personnel. Strong communication skills, both verbal and written. Ability to recruit, train, supervise, and motivate staff. Working knowledge of budget control and management. Demonstrated leadership skills. Ability to establish and maintain effective working relationships with others.

Education And Experience

Master’s degree preferred from an accredited college or university. A minimum of three years’ work experience in a youth development organization. Demonstrated ability in working with community organizations.

Physical Requirements

Typically sitting at a desk or table, moderate walking. Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, pushing, and pulling. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential tasks.

Must have a vehicle to travel throughout assigned division.
