Job Summary

Under direction, responsible for assessing the health needs of certain populations and communities, analyzing and evaluating programs and policies, and using this information to develop plans to carry out public health objectives. This classification may conduct research projects and investigative studies, compiles and documents data and information and develops recommendations and reports related to acute, chronic and environmental health issues. Integrates the needs and diverse focus areas of different public health divisions and professionals, assists with securing funding and resources and performs related duties as assigned.

Essential Functions And Responsibilities

Leads, facilitates, and implements community-based assessments and planning processes utilizing recommended methodologies in order to assure the Department’s certification as a local health department, in a manner consistent with state/national public health accreditation standards, and to promote individual and population health.

Develops and implements a community involvement process that assures the active involvement of community members and stakeholders in the community health assessment and community health improvement processes.

Provide epidemiological support and data consultation in planning, developing, and writing grant applications for various program funding opportunities; provides technical assistance for community health, need assessments, program evaluation, research, presentations, publications, and other related requests.

Create and/or expand on data collection in Macomb County to provide a better understanding of the impacts of social determinants of health, built environment, and emerging public health issues have on residents.

Assist with a wide variety of qualitative and quantitative research activities. Contributes to and/or prepare portions of data analyses, technical memoranda, reports and other visual presentations of findings.

Conduct community mapping, focusing on community assets and social determinants of health(including poverty, inequitable health outcomes, racism, housing, employment and other social conditions) utilizing Geographic Information Systems (GIS).

Researches and identifies potential plans/policies and participates in inter-Departmental planning efforts for public health impact on issues relating to land use, the built environment and transportation in Macomb County and the region.

Coordinates training programs to build planning, policy development and environmental health outcomes awareness within the Department and throughout Macomb County.

Leads, facilitates, and implements the Department’s design and application of the community health improvement strategies with staff, community partners and other stakeholders.

Contributes community health planning guidance to the Department’s community needs assessment process, health improvement goal setting, identification of public health policy and action options, program development, and creation of monitoring and evaluation plans.

Provide guidance to address root causes of health inequities through assessment, planning, implementation, and evaluation processes. Work to build internal capacity; collaborate with partners to practice social justice, develop partnerships and needed coalitions; establish educational materials.

Contributes to the development and preparation of proposals for funding from external resources for health promotion and disease prevention initiatives and programs.

Performs public health emergency response duties as assigned and consistent with training provided, in response to threats to the public’s health.

Assumes project leadership responsibilities as directed.

Performs other duties as assigned.

Qualifications

Required Education and Experience

  • Bachelors degree in public health, public administration, or other closely related field from an accredited college or university
  • Minimum of two (2) years of experience in public health, health planning or a related area

Preferred Education And Experience

  • Masters degree in public health, public administration or other closely related field from an accredited college or university

Required Licenses Or Certifications

  • Possession of a valid Michigan driver's license and an operable insured automobile for authorized travel

  • Demonstrated proficiency with infographic software
  • Geographic Information Systems (GIS) is preferred
  • Statistical software R is preferred
  • Leading a coalition is preferred
