Job Description
Responsible for procuring goods and services within designated commodities and purchasing thresholds, under general supervision, in compliance with relevant Regents' Rules and State Regulations.

Responsible for procuring goods and services within designated commodities and purchasing thresholds, under general supervision, in compliance with relevant Regents' Rules and State Regulations.
Responsibilities
- Processes daily procurement requests from the initial stage at the requisition level through completion of the purchase order process.
- Completes procurement/bid processes for mid-level requisitions, to include development of statement of work and the issuance of purchase orders.
- Negotiates pricing, reviews/negotiates various terms and conditions, and analyzes procurement risk factors throughout the process.
- Researches and identifies opportunities for utilizing pre-established contracts (Group Purchasing Organizations).
- Acts as liaison between university departments and suppliers; identifies potential new suppliers.
- Maintains effective communications between Purchasing, Compliance, Accounting, Receiving, Materials Management, and any other departments crucial to the procurement process.
- Seeks cost savings opportunities.
- Performs all other duties as assigned.
- Possesses and applies a broad knowledge of principles, practices, and procedures within the procurement process.
- Detail oriented with meticulous planning, organizational, negotiation and time management skills.
- Self-motivated and directed, with the ability to multitask and prioritize.
- Operates well in a high volume environment.
- Strong knowledge of Microsoft Office (Word, Excel, Outlook).
- Builds and maintains positive working relationships, within individual work groups, across departments, and with suppliers through open communication and collaboration.
- Strong verbal, written and interpersonal communication skills.
- Bachelor's degree in related field is required.
- Experience may be substituted in lieu of education.
- Certified Texas Contract Developer (CTCD), or equivalent certification, is required.
- New employee must obtain required purchasing certification within eighteen (18) months of hire.
