What Will You Do?

The Technical Director of Organizational Learning will provide strategic leadership in organizational learning (OL), facilitation, and training to support a global USAID-funded 5-year program.

The Technical Director of Organizational Learning will play a key role in enhancing the performance and effectiveness of USAID/REFS. This position involves facilitating learning processes, workshops, and collaborative sessions to foster continuous improvement in technical approaches, strategic priorities, and operations. The technical director will support the design and implementation of bureau-wide learning initiatives, including Pause and Reflect sessions and Theory of Change workshops. Additionally, they will design and deliver capacity-building activities and professional training programs to enhance USAID's program management capabilities.

Important note

This is a full-time proposal position contingent on contract award.

Responsibilities:

Organizational Learning and Facilitation:

  • Facilitate learning processes (workshops, meetings, and collaborative sessions) within REFS to foster continuous improvement in its technical approaches, investments, strategic priorities and operations.
  • Support the design and implementation of the REFS Bureau-Wide Pause and Reflect sessions.
  • Support REFS in the design, facilitation, implementation and monitoring of Theory of Change workshops and retreats.
  • Facilitate engagements for individual and team learning, to include team building and/or mission/vision building exercises, meetings, and retreats and after-action reviews.
  • Provide organizational development support to individual REFS Offices and Centers to improve their performance and effectiveness.

Capacity Development and Training:

  • Design and implement capacity-building activities to enhance USAID's ability to manage programs in resilience, environment, food security, nutrition, water security, sanitation, hygiene, climate, infrastructure, and energy sectors.
  • Lead the design and delivery of high-quality professional capacity development and training programs based on the principles of adult learning and user-centric design.
  • Build key technical skills among REFS staff while fostering an environment that supports collaboration, learning, and adapting (CLA), leadership development, experimentation, reflection, and feedback.
  • Monitor and evaluate the effectiveness of capacity-building activities, program integration efforts, and organizational development initiatives.

Qualifications:

  • Master’s degree in a relevant field.
  • At least 8 years of organizational learning, facilitation and training experience working on complex international development programs, preferably in the sectors of agriculture, environment and/or food security.
  • At least 5 years of organizational learning and facilitation team lead experience. 
  • Demonstrated experience in instructional design, preferably with USAID or other international organizations/donors.
  • Experience working on USAID-funded projects in the sector of agriculture, environment and/or food security. 
  • Experience in facilitating learning events, including pause-and-reflect meetings, after action reviews, workshops and retreats.
  • Experience developing and delivering training programs based on the principles of adult learning and user-centric design.
  • Familiarity with USAID’s Global Food Security Strategy.
  • Demonstrated experience in both strategic planning and adaptive management, including the USAID principles of collaboration, learning, and adapting.
  • Excellent communications and interpersonal skills with evidence of ability to establish strong working relationships with diverse stakeholders.
  • Proficient in web-based technology, social media, and digital strategy. 
  • Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence.
