System Application Administrator
System Application Administrator includes the following resources:
Two (2) Systems Administrators (Part-time)
Scope of Work
Monitor and maintain all PeopleSoft delivered architecture components.
Assist in capacity and resource planning of platform and infrastructure facilities.
Provide best practice recommendations in software, hardware, and configuration changes to improve system performance.
Issue review, troubleshooting and resolution for all PeopleSoft components.
Apply PeopleSoft application Patches, Bundles, and Maintenance Packs to Batch, and Online objects.
Patches and upgrades of PeopleTools 8.6 and above.
Add/manage packages on PUM VMs.
Monitor, maintain, and add if needed external/internal interface components.
Analyze and complete all migrations of internal/external PeopleSoft objects.
Ensure project development standards are adhered to by developers.
Work with DBA and Server administrators as required.
Assist developers and users as required.
Minimum Qualifications
Bachelor's Degree in Computer Science or a related field, as determined by the Client.
Three (3) years' expert experience in PeopleSoft 9.2 FSCM, HCM, ELM, and Portal in a development or functional consultant role.
Three (3) years' expert experience in PeopleSoft tools 8.59 and later, Application Designer, Application Engine, PeopleCode, SQR, BI/XML Publisher, Integration Broker, PS Query reporting, Security configuration, AWE, CI, and Process Scheduler.
Preferred Skills, Experience, and Capabilities
Five (5) years' expert experience in PeopleSoft 9.2 FSCM, HCM, ELM, and Portal in a development or functional consultant role.
Five (5) years' expert experience in PeopleSoft tools 8.59 and later, Application Designer, Application Engine, PeopleCode, SQR, BI/XML Publisher, Integration Broker, PS Query reporting, Security configuration, AWE, CI, and Process Scheduler.
Experience with the following:

Scope of Work
Identify and troubleshoot bug fixes, defects, configuration issues.
Provide knowledge, recommendations, and resolutions on PeopleSoft technical issues.
Works with Functional Analysts in design, development, testing, documentation, and maintenance of Peoplesoft customizations.
Code and unit tests PeopleSoft customizations.
Migrate projects/objects from development to test.
Prepare production migration requests with all supporting information for move to production environment.
Minimum Qualifications

HCM Functional Analyst(s)
HCM Functional Analyst includes the following resources:
Analyst - Payroll & Education (Full-time)
Senior Analyst (Full-time)
Background Information:
The HCM Support team supports four (4) payroll cycles per month for more than 4,400 employees. Time & Labor, and Absence Management modules are used to calculate payable time. Data is passed to Central Payroll's mainframe system for actual payments.
The HCM Support team provides 1st and 2nd tier user support for all Peoplesoft HR and Enterprise Learning modules. During the previous calendar year, the HCM Support Team resolved 587 service tickets.
Scope of Work
Serve as a subject matter expert for PeopleSoft HCM 9.2.
Define and capture business requirements.
Provide design, development, testing and deployment expertise for customizations or configuration updates.
Provide 2nd tier production support.
Perform system configuration, testing, and reporting.
Develop system documentation to include, but not limited to, the following: configuration workbooks, test plans, design documents, standard operating procedures, and training materials.
Provide knowledge transfer to internal subject matter experts.
Minimum Qualifications
Bachelor's Degree in Computer Science or a related field, as determined by the Client.

FSCM Functional Analyst includes the following resources:

Background Information:
The Financial Supply Chain Management system team provides helpdesk and training support to the user community on an as-needed basis.
The FSCM team will provide 1st and 2nd tier user support. Currently, there are 850 users that can access the Judiciary's PeopleSoft financial system. During the previous calendar year, the FSCM support team resolved 905 service tickets in the following business areas: Accounts Receivable (OTC) Procure-to-pay (PTP), Accounts Payable, General Ledger, Commitment Control and Security, internal and external interfaces.
Helpdesk tickets are normally resolved the same day with the 1st response to the user within one (1) to (2) hours of receiving the helpdesk ticket.
Scope of Work

Preferred Skills, Experience, and Capabilities
The Client prefers at least one (1) FSCM Analyst to have a bachelor's degree in accounting.
Five (5) years' expert experience in PeopleSoft 9.2 FSCM, in a development or functional consultant role.
Five (5) years' expert experience in PeopleSoft tools 8.59 and later, Application Designer, PS Query reporting, and Process Scheduler.
Experience with the following:

Ability to provide expert customer service and production support.
Offeror proposed resource(s) shall provide services onsite in accordance with the current Client/JIS telework and AWS policy as follows:
Onsite for three (3) days per week at 189 Harry S. Truman Parkway, Annapolis, MD 21401.
Remote for two (2) days per week at a suitable off-site location selected by the Offeror/Offeror proposed resource.
i The Client reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meets, or public view of protected data).
On-site support may be required, to manage production application issues, security threats, or critical initiatives. As designated by the Judiciary's Chief Technology Officer, the proposed resource(s) must be able to report on-site within four (4) hours after notification.
