Salary Schedule

To develop and implement plans and structures and to manage and direct support staff activities to ensure sufficient stocks are readily available to meet the district’s needs. To manage the stock control section of the District in a legal, effective and efficient manner in support to District function, programs and services.

QUALIFICATIONS

  • Bachelor’s degree in business administration or any equivalent combination of related education, training and/or experience which provides the required knowledge skills and abilities to perform the essential job functions. Training and experience in budgeting, accounting, and supply and distribution preferred.
  • Five (5) years of experience in inventory management, general warehousing and distribution, logistics planning with responsibility for supervising staff at multiple locations required.
  • Experience working with and through people in establishing goals, objectives, and action plans to produce expected ends/results.
  • Strong experience in Microsoft Excel, SAP or other large ERP systems preferred.


KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of supply and inventory management operations. Knowledge of organization and management theory and practice. Knowledge of generally accepted purchasing practices and procedures. Knowledge and commitment to decentralized decision-making and accountability for results that facilitate creative processes toward inventory management and logistics support to the district. Ability to plan, develop, manage, and monitor large projects. Ability to work and communicate effectively with people to focus resources (both human and financial) toward the achievement of district-identified ends/results. Knowledge of group dynamics and ability to facilitate the group process in consensus building, conflict resolution, planning, and decision-making. Ability to anticipate district needs and implement appropriate strategies and actions to meet those needs. Ability to analyze and synthesize data for use in sound decision-making. Ability to read, interpret, and enforce state statutes and school board policies, rules, and by-laws.

REPORTS TO Director, Material Management

SUPERVISES Administrator, Distribution Services, and/or other administrative support.

MACHINES, TOOLS, EQUIPMENT

Machines, tools, equipment, electronic devices, vehicles, etc., used in this position. Telephone, Computer, (Personal Computer and Mainframe), Automobile, Copier, forklifts, pallet jacks, and hand trucks.

PHYSICAL REQUIREMENTS

Describes physical conditions of this position.

Light Work Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

90 Hearing Acuity The ability to perceive speech and other environmental sounds at normal loudness levels.

90 Visual Acuity The power to see at a level which allows reading of numbers and text, operation of equipment, inspection of machines, etc.

Note Will total more than 100 percent as several activities may be performed at one time.

Conditions the worker will be subject to in this position.

Indoors and Outdoors The worker is subject to both environmental conditions. Activities occur inside and outside.

PERFORMANCE RESPONSIBILITIES

∗ Manifests a professional code of ethics and values.

∗ Models the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.

∗ Supervise and direct the activities of the warehousing, distribution, courier and mail staff, as assigned, consistent with District Goals, Policies and Procedures.

∗ Manage and analyze budgets and approve expenditures.

∗ Prepare and present end-of-year and mid-year status reports

∗ Oversee the use and application of routing software to organize and plan the movement and distribution of materials.

∗ Develop specifications from data received from District staff to aide in the solicitation of formal bids, proposals, and requests for quotations.

∗ Investigate and resolve discrepancies where suppliers fail to provide services and materials as specified and recommend action.

∗ Identify opportunities for cost savings in purchasing goods for the department.

∗ Evaluate audit findings to identify critical exceptions, develop action plans to correct those exceptions and communicate the analysis and action plan to the Director, Material Management.

∗ Work with the Director, Material Management annual Strategy Plans, and Projects as it relates to the processing of surplus materials and the dispositioning of materials through direct sales, auctions, recycling and disposal. As well as Courier and Mail Operations.

∗ Monitor and update monthly score card performance measures. Continuously seek to improve processes.

∗ Manage all operations and functions within the Department consistent with District priorities and District expected ends/results.

∗ With the Director, Material Management and other staff, develop plans and identify expected outcomes/results for the Department.

∗ Direct, oversee and evaluate each position reporting directly to him/her regarding productivity and achieving expected ends/results in supporting District priorities and expected results.

∗ Plan and implement a system of feedback and evaluation regarding the effectiveness of the section as perceived by the users of their services.

∗ Ensure that the Director, Material Management is informed of any issues or incidents concerning the warehousing, distribution, courier and mail operations, which may impact the district.

∗ Follow DOT, OSHA, and Environmental regulations as applicable.

∗ Sustain a warehouse, distribution, and safety programs

∗ Maintain a maintenance program for fleet vehicles, forklifts and other material-handling equipment.

∗ As required, complete ROI business cases for resources, using data-driven evidence.

  • Responsible for making hiring recommendations. Provide mentoring and guidance to direct reports. Problem solve and provide continuous, constructive feedback.
  • Regularly monitor, evaluate, train and assess staff performance. Create specific, measurable goals for direct report and specific work location. Communicate and collaborate effectively.
  • Follow the district’s policies and procedures as related to all HRMD guidelines, executive limitations, the ends policies, the district’s instructional initiatives, and the school district’s charter guidelines.

∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.

∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.

∗ Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.

TERMS OF EMPLOYMENT

Non-bargaining Unit Compensation Plan, twelve months, 8.0 hours per day.

EVALUATION

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
