Job Summary: The incumbent will perform a wide range of accounting, budget and audit work within the assigned areas of responsibility, develop procedures/process documentation and provide related training to department and site staff. Responsibilities also include the coordination of the annual external financial audit process and related external financial reporting and the maintenance and monitoring of the annual financial/business reporting calendar and related month and year end close cycles. The incumbent will also conduct analysis of expenditures and encumbrances, verify the accuracy and completeness of accounting records and perform complex transaction analysis. Activities will focus on compliance, process improvement, and solutions to key business problems while demonstrating superior customer service, integrity, and commitment to innovation, efficiency, and fiscal responsibility.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned:

  • Manages annual financial audit in conjunction with the District’s external audit firm and related coordination with District departments to effectively implement audit recommendations and efficiency opportunities.
  • Develops training programs to assist District staff in raising levels of proficiency in areas related to financial performance. May deliver training coursework directly to staff related to the identified areas of financial operation.
  • Analyzes and reports on various funds and related general ledger account activity and verifies the accuracy and completeness of accounting records.
  • Approves a variety of financial transactions (e.g. ePARS; journal entries, requisitions; budget transfers; etc.) for the purpose of ensuring proper coding for budget and accounting accuracy.
  • Attends meetings, conferences, workshops, etc. (e.g. AASBO, GASB, state procurement regulations, Auditor General, etc.) for the purpose of keeping abreast of changes for updating and implementing District procedures.
  • Audits funds, accounts, and procedures for the purpose of ensuring compliance, accuracy and effective utilization of District resources.
  • Initiates and coordinates trainings and meetings (e.g., with departments, secretaries and bookstore managers) for the purpose of communicating and implementing District accounting and business procedures
  • Performs other related duties as assigned for the purpose of ensuring an efficient and effective Business Services Department.
  • Prepares a wide variety of reports, documents, and other written materials (e.g. budget variance and transaction activity reports, financial statements, state mandated reports, budget extensions, procedures, memos, letters, etc.) for the purpose of documenting activities, providing written reference, ensuring compliance and/or conveying information for management to make decisions.
  • Provides technical assistance to District personnel regarding allowable fund expenditures and District procedures for the purpose of ensuring compliance with established regulations as outlined in the USFR and ARS Title 15.
  • Communicates effectively both verbally and in writing with all levels of the organization.
  • Provides superior customer service for both internal and external customers.
  • Maintains knowledge of the Arizona Uniform System of Financial Records, relevant Generally Accepted Accounting Principles, Generally Accepted Auditing Standards and related budget and grant administration requirements.
  • Performs other duties as assigned/required.
  • KNOWLEDGE AND SKILLS:
  • Knowledge of principles and practices of accounting and auditing and their application to governmental accounting systems.
  • Training development and delivery experience in a government or educational environment.
  • Knowledge of applicable Federal and state statutes, rules, policies, and procedures.
  • Knowledge of applicable Peoria Unified School District and departmental policies and procedures.
  • Proficient with Microsoft Office including Outlook, Excel, Power Point, and Word.
  • Skill in establishing and maintaining effective working relationships with co-workers and other stakeholders.
  • Skill in operating a personal computer utilizing a variety of software applications, Infinite Visions experience preferred.

MINIMUM QUALIFICATIONS: Four years of experience performing audit, accounting, and related Business Services work, and a bachelor's degree in accounting, finance, public administration or a related field is required for this position as well as demonstrated team leadership and excellent communication skills (verbal, written and presentation). Experience managing a month end/year end close, managing audits and publishing an Annual Comprehensive Financial Report in an educational or government environment is highly desirable. Any equivalent combination of experience and education from which comparable knowledge, skills and abilities have been achieved may be acceptable. The chosen person must be results oriented with a demonstrated ability to produce specific, measurable results.

Other Requirements

  • Must be able to pass a fingerprint and background clearance check.
  • Must be able to obtain and maintain an Arizona driver’s license.
  • Excellent personal relations and communication skills.
  • May be required to work outside normal working hours.
