SUMMARY: Supports the goals of the OD/HR division, ensuring integrity, responsiveness and value added services to all employees. Performs a wide range of Human Resource related duties at the professional level. Duties include administering talent acquisition and recruitment, onboarding and school/community relations. Advises employees and managers on HR policies and practices. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Coordinates and administers talent acquisition and recruitment function that includes sourcing, screening, interviewing, testing, offers, background and reference checks, negotiations, relocations and post-offer processes for all openings. Serves as primary administrator of applicant tracking system and onboarding application ensuring compliance with recordkeeping and best practices. Develops and implements new forms, videos and/or other information using features of onboarding application for all employee access. Constantly reworks forms to provide new hires a simple online process for completing new hire paperwork. Conducts first day new hire orientation. Works with temporary agencies, job fairs, government agencies and other parties to establish a presence in the marketplace. Communicates with local schools and industry associations regarding apprenticeship program requirements and promotes careers in the industry. Works to increase the HR brand via various promotions about careers at NOVEC. Helps develop and administer on-going college relations program, as well as high school and trade school relationships. Works to solicit employee satisfaction and engagement after initial hire and on-going via stay interviews, surveys and individual meetings with staff. Assists with exit interviews, analyzes data, and makes recommendations to management for corrective action and continuous improvement. Monitors budget expenditures and works with HR management to keep cost-per-hire and time-to-fill at reasonable levels. Serves as primary administrator for the department's Intranet page. Serves as the department's administrator for the company credit card. Communicates various Human Resource policies, procedures, laws, standards, and government regulations to staff and ensures compliance with all applicable federal, state, and local regulations on employment and EEO. Assists with the apprenticeship program and educational assistance plan. Helps to maintain records and establishes relationships with sponsoring organizations (example: VA DOL). Ensures OD forms are up-to-date in various forms (paper, electronic) and posted or maintained. Provides back-up on HRIS data entry, reporting, administration, maintenance, auditing, and analysis. Assists with performance management program(s) as needed. Advises and counsels management and employees regarding company policies. Maintains personnel records according to standards including E-Verify, I-9, personnel files, etc. Performs all other duties as required or assigned. EDUCATION AND/OR EXPERIENCE: Bachelor's degree in Business Administration, Human Resource Management or a related field is required or equivalent combination of education and experience. Three or more years of related HR experience to include recruiting and onboarding is required. SHRM or HRCI certification preferred. Experience in a unionized environment helpful. SKILLS AND ABILITIES: Strong organizational, planning and project management skills. Must be detail-oriented, dependable, and reliable in completing assignments and communicating with internal and external customers. Knowledge of applicable federal, state, and local employment laws. Proficiency with Microsoft Office applications including Excel, Word, PowerPoint, and Internet and Intranet applications. SharePoint experience helpful. Ability to utilize applicant tracking system, social media, candidate sourcing tools and other hardware and software applications used in the HR function. Ability to communicate effectively and efficiently with all levels within the organization. Strong skills with spelling, grammar, and punctuation. Ability to research and analyze various types of data. Must be able to maintain confidentiality and mediate difficult situations with diplomacy and tact. Must maintain a position of providing fair, objective and caring advice and advocating for the company and employee as appropriate. Strong mathematical skills.
