Chimacum School District

Reports to: Superintendent

Bargaining Unit: Unrepresented

Days Per Year: 260 (25 Days Vacation, Paid Holidays)

Start Date: July 1, 2024 (prorated)

Wage Range (Salaries are stated as an estimate only. Actual salary is confirmed only upon hire/job offer.)

$126,559-$134,009

Note: Employees are paid the last working day of each month.

Position Description

As a collaborative leader, the Director of Business and Finance is a key member of the District Leadership Team and Superintendent’s Cabinet and is responsible for the overall fiscal stability and transparency of the school district. The Director plays a central role in developing, monitoring, and communicating the district budget. The Director also supports building principals and department directors with timely, accurate, and transparent budget information. The Director works closely with the Superintendent to project and monitor enrollment, and support principals and district staff in reporting requirements, including categorical grants. The Director also oversees budget-related paperwork and state and federal reporting requirements and ensures that capital budget and projects are on track.

Essential Duties And Responsibilities

  • Lead staff and coordinate activities of the Business Office, including budget preparation, financial reporting, grants management, production of payroll, accounts payable, accounts receivable, and cash receipting for all funds;
  • Ensures accounting safeguards over District assets and full disclosure of liabilities; addresses audit issues and findings, develops remediation plans to correct deficiencies; works with financial institutions, rating agencies and underwriters in the sale, reporting and accounting for bonds, banking or other financial needs;
  • Be responsible for establishing policies and procedures pertaining to fiscal matters, monitoring compliance, and providing training and support to District personnel related to these areas (ASB, cash-handling, enrollment reporting, independent contracting, etc.);
  • Act as Auditing Officer;
  • Attend and present at Board meetings, Budget Committee meetings, fiscal officers’ meetings, and other meetings as needed;
  • Perform personnel functions of the Business and Operations department (e.g., recruits, hires, disciplines, and evaluates) for the purpose of maintain adequate staffing, enhancing productivity of personnel and ensuring that service objectives are achieved within budget and with an exemplary level of customer service;
  • Collaborate with the superintendent’s office to provide support to administrative assistants and administrators regarding business office procedures. Monitor categorical programs to ensure compliance with statutory regulations and application deadlines;
  • Oversee the preparation of monthly and annual financial statements and schedules for all funds: general fund, associated student body, capital projects, debt services, transportation vehicle, EP&O levies, and private purpose trust funds. Prepare financial statement notes, including requirements for fixed assets, long-term debt, and other fiduciary funds;
  • Under the direction of the Superintendent, supervise the development and preparation of the district’s annual budgets in alignment with the strategic plan;
  • Oversee the maintenance and implementation of budget monitoring systems, account code use, and internal controls;
  • Oversee District purchasing, bid law, contracts, and other purchasing operations;
  • Assist with reviewing and coordinating the development and approval of non-employee related contracts for the District;
  • Directs the District’s treasury and investment program and counsel District administration and staff regarding fiscal management;
  • Coordinate with Human Resources to ensure labor distributions align with budgeted expectations;
  • Analyze financial information and status of budgetary accounts and guard against overspending. Provide financial and cost analysis, make projections, and communicate information to a variety of constituents;
  • Interpret rules, regulations, and laws for applicability to school district accounting; assist in drafting policy and procedures to ensure conformity with these requirements. Establish and maintain business practice policies, procedures, and practices for the purpose of ensuring district compliance with state and federal laws and guidelines. Conduct research to recommend new process flows, software upgrades, and accounting and financial management methods as desirable and necessary. Maintain, and enhance professional knowledge through partnerships with local and state agencies, associations, and district committees;
  • Provide support to contract negotiating teams. Apply knowledge of collective bargaining agreements to issues related to business services;
  • Other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree required (MBA or CPA desired);
  • Previous successful experience in school finance preferred;
  • Three (3) years experience in a supervisory capacity.

The job requires 70% sitting, 15% walking and 15% standing. The job is performed under minimal temperature variations, a generally hazard free environment, and in varying atmospheric conditions. Work environments during outreach events may include businesses, school districts, and industry worksites.

  • Valid Washington State Driver's License required (must be able to fulfill all traveling requirements of this position, including possessing and maintaining a valid license and automobile insurance, when using a personal vehicle for District business).
  • First Aid and CPR Certification may be required after hiring.
