About the Position: As a senior Realty Specialist, you will either acquire, manage, or dispose of real property to support the civil works project support functional areas.

Duties

  • At the GS-09 and 11 grade levels, the duties are developmental in nature leading to the full performance level of GS-1170-12. The duties are described at the GS-12 level.
  • Conduct complex real estate transactions, such as acquisitions in fee simple, easement, by lease, including long-term leases, or leases that deviate from standard.
  • Conduct independent compliance inspections and inventory activities.
  • Dispose of real property by deed or transfer to other federal or agency.
  • Prepare documents, conduct record researches, and manage data to support those activities.
  • Prepare real estate documents to provide for third party uses including leases, licenses, and easements.

Qualifications

THIS IS AN OPEN CONTINUOUS ANNOUNCEMENT/STANDING REGISTER. It will be used to fill immediate and future vacancies. There may be multiple cut-off dates with the first being 27 NOVEMBER 2023.

Applicants will be referred periodically throughout the open period. Final application disposition will be completed once all positions have been filled or the announcement reaches the end of the open period as stated above. Applications will expire 90 days after submission. To remain eligible for consideration, reapplying is required at the time of expiration.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Gs-09

Specialized Experience: One year of specialized experience which includes (1) working with real estate requirements for realty projects including: surveyors regarding legal descriptions, title companies and county recorders regarding title of real property; (2) reviewing courthouse records to analyze title reports; and (3) interpreting various types of maps and surveys. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business, administration, public administration, organizational management, or other closely related discipline pertinent to the management and administration of real estate transactions.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes (1) working with real estate requirements for realty projects including: surveyors regarding legal descriptions, title companies and county recorders regarding title of real property; (2) analyzing title reports; (3) interpreting various types of maps and surveys; and (4) preparing documents for use of government owned property. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business, administration, public administration, organizational management, or other closely related discipline pertinent to the management and administration of real estate transactions.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Gs-12

Specialized Experience: One year of specialized experience which includes (1) determining real estate requirements for realty projects including: surveyors regarding legal descriptions, title companies and county recorders regarding title of real property; (2) acquiring real property surveys and title information; (3) working with escrow companies on removing exceptions to titles; (4) acquiring and disposing of real property on behalf of a government entity; and (5) preparing documents for use of government owned property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-12 grade level.
