OPERATIONS MANAGER, Juvenile Services

Summary

This position is responsible for coordination and supervision of a specific shift or program operation throughout a 120-bed maximum security facility. This includes overseeing the functional operations of the facility, the program operations of the shift, the delivery of services to the residents while under the department’s supervision, and the assessment and intake processing of new referrals into the facility.

Must maintain maximum oversight of security during the institutional programming hours, the visitation periods between youth and parents, during and after court hearings, and anytime the juvenile is transported outside the facility.

Interviewing and assessing new applicants for employment, training new employees, motivating staff, and recommendations for appropriate performance evaluations will be included in the daily performance of this position.

Maintains written and verbal communication with employees and other supervisory and administrative personnel concerning activity and events related to admission, release, and secure custody of the youth referred to the facility.

Exhibits a professional, positive attitude when dealing with the public and outside agencies to facilitate positive public relations and to ensure optimum services.

Adheres to the policies and procedures set by the Department Administration to ensure the consistent completion of primary service objectives in a professional manner.

Aids the administrative staff in determining procedural problems and organizational needs pertaining to admission, release and visitation operations, ID procedures, and transport procedures.

Supervises and trains staff in the knowledge of basic operations and procedures according to Standards for Secure Juvenile Pre- and Post-Adjudication Correctional Facilities, County and departmental policies and procedures.

Ensures sufficient and adequate staff to cover all shifts based on population, 24 hours a day.

Collects data, records and submits appropriate documentation to the Courts when requested to do so for specific hearings.

This position will participate in the writing of policy and procedure and be required to be knowledgeable of Chapter 343 of the TJJD state standards for pre- and post-adjudication programs.

This position will be required to be “on-call” 24 hours a day, 7 days a week during scheduling.

Essential Duties And Responsibilities

  • Supervises the general operation, welfare and security of the youth and staff assigned to the shift. Performs managerial work, such as planning, organizing, controlling, and directing all daily operational and programmatic activities as directed by the Assistant Facility Administrator for the assigned shift or program.
  • Participates in the employee selection process, conducts employee performance appraisals, monitors and evaluates employee conduct and initiates disciplinary action and formulates improvement plans when necessary.
  • Participates in departmental planning meetings and various work groups to develop programs and policy initiatives to address problem areas within the program.
  • Maintains written and verbal communication with employees and other management personnel concerning activity and events related to admission, release, and secures custody of the youth referred to the facility.
  • Ensures assigned staff maintains accurate, clear, and concise documentation of facility events in appropriate logbooks and reports relevant to their job responsibilities.
  • Trains staff in the basic knowledge and understanding of Standards for Pre- and Post-Adjudication Secure Juvenile Correctional Facilities, County and departmental policies and procedures.
  • Supervises and monitors staff compliance with Departmental policies and procedures to ensure the consistent completion of primary service objectives in a professional manner.
  • Assumes responsibility for developing and monitoring staff work schedules, attendance and leave requests to ensure adequate 24-hour shift coverage for all the institutional programs. Be on-call 24 hours-a-day during scheduling.
  • Monitors and approves employee time sheets.
  • Produces required reports associated with the operation of the facility, including TJJD Incident Reports, Case Plans, Case Plan Reviews, Progress Reports, etc., as required by TJJD Standards.
  • Collects data, records and submits appropriate documentation and evaluations as directed by the Juvenile Courts.
  • Conducts, coordinates and documents emergency drills and procedures with other on-site programs.
  • Submits Work Orders to ensure proper facility maintenance.
  • Receives and responds to resident grievances.
  • Maintains 24-hour on call access.
  • Serves as designated Assistant Facility Administrator in their absence.
  • Participates in revenue recovery from the Texas Juvenile Justice Department.
  • Performs all other related duties involved in the operation of Juvenile Services as assigned or required.

Minimum Requirements

NOTE: YOU MUST FILL OUT THE WORK HISTORY and EDUCATION SECTIONS OF APPLICATION TO SHOW YOU HAVE YEARS OF EXPERIENCE/EDUCATION AS REQUIRED BY HIRING DEPARTMENT OR BE DISQUALIFIED.

TO APPLY, must have a Bachelor's Degree or higher.

Note : Applicants who graduate from a foreign school must present written documentation that validates their education as meeting the standards of the Texas Higher Education Coordinating Board (THECB) from a Texas Juvenile Justice Department approved service.

TO APPLY, must have Three (3) full-time years of work experience in Social Services or a related field.

TO APPLY, must have a current and valid Driver License and proof of Auto Liability Insurance.

Knowledge of secure residential or detention operations is helpful.

Eligibility for certification by the Texas Juvenile Justice Department as Juvenile Supervision Officer.

Ability to supervise multiple employees assigned to various work assignments; knowledge of applicable regulatory statutes.

Knowledge of Texas Juvenile Justice Code, Texas Juvenile Justice Department Standards, and personnel guidelines.

Ability to work effectively with other professional personnel in a variety of support activities, including policy development, research activities, and grant applications.

Effective written and verbal communication skills. Proficient with the PC.

If hired, must provide proof of educational attainment

at New Hire Processing or during the promotional process.

Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past seven years and may include credit reports, motor vehicle records, employment records and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.

Physical Demands And Work Environment & Other Requirements

While performing duties, incumbent is regularly required to walk, sit, stand, bend, lift, carry, push, pull and stoop. Due to the nature of the work environment, incumbent may be exposed to aggressive and violent youth and/or families, and may be required to initiate physical restraint techniques, especially during the course of investigating allegations that will place him/her into direct contact with youth. Work is primarily conducted indoors, but may require some outdoor activity while conducting staff training, especially when experiential activities are being utilized (i.e. ropes course).
