GIS and Data Analytics Specialist

Riverside Technology, inc. seeks a GIS Specialist to join our team in support of the Office of Water Prediction's National Water Center Visualization Services. The GIS Specialist will support the NWS Office of Water Prediction's HydroVIS system, help administer and manage the operational Enterprise GIS (EGIS) component. The HydroVIS EGIS is the primary dissemination capability of the HydroVIS system and facilitates the publishing and dissemination of geospatial services to NWS forecasters, core partners and stakeholders. The GIS Specialist will also develop and implement open source and commercial off the shelf (COTS) Enterprise GIS solutions to manage NWS, partner and public access to geospatial services, maps and applications. The COTS EGIS solution leverages Esri ArcGIS Enterprise capabilities including Data Stores and Portal, GIS and Image Servers. ArcGIS Enterprise deployments include Windows and Kubernetes based solutions. The successful applicant will work closely with cross-functional teams to develop geospatial services depicting river flooding forecasts covering 3 million miles from the River Forecast Centers and the National Water Model. The GIS Specialist will play a crucial role in maturing the prototype software by ensuring its quality, performance, and usability metrics meet the minimum viability standards for production while the teams complete the research-to-operations phase of the development lifecycle.

Requirements

  • Manage and deploy EGIS software patches and updates in a timely manner to address software bugs and minimize security threats
  • Leverage IaC to deploy EGIS capabilities (e.g. Cloud Formation, Terraform etc.)
  • Create and manage NWS and partner accounts on ArcGIS Enterprise Portal servers. The contractor shall also manage Portal items and content by creating and managing groups as appropriate to meet the NWS water prediction mission
  • Manage and deploy security patches for HydroVIS EGIS capabilities in coordination with the HydroVIS administration team
  • Implement solutions that leverage the HAND terrain model, HEC-RAS derived FIM libraries and NWM coastal output
  • Implement solutions that deliver operational deterministic FIM services as well as operational probabilistic FIM services
  • Publish services using the EGIS capabilities of the HydroVIS system
  • Demonstrate proficiency in GIS analysis and data modeling and maintain proficiency with current and developing technologies and software related to geographic analysis
  • Coordinate, manage, administer, and develop Geographic Information Systems
  • Develop various types of GIS maps and related data sets
  • Design and implement GIS analytical procedures
  • Utilize ArcGIS, and open-source tools to enhance data visualization
  • Implement and develop in cloud environments, specifically Google Cloud Platform (GCP) and Google Earth Engine, for data processing and visualization, optimizing efficiency and scalability
  • Produce ArgGIS StoryMaps that depict ongoing and forecasted flooding events for consumption by the emergency management, media and the general public
  • Expand the suite of available file formats for datasets and products (e.g., provide raster information such as CSVs, ArcGIS grids, and Geo Tiffs) Install/Upgrade/Configure ArcGIS Server on Linux


Required Skills:

  • 6 years of Geographic or equivalent experience
  • Strong verbal and communications skills, working with senior leadership and across organizational teams
  • Ability to create a positive Customer Experience and high customer satisfaction
  • Strong analytical and problem-solving skills (ability to explain technical issues in layman's terms)
  • Proficiency in ArcGIS Enterprise/Server, ArcGIS Desktop and ArcGIS Pro
  • Experience in utilizing GIS tools for spatial analysis and visualization
  • Experience with open-source geospatial code development in Python, R, etc
  • Experience developing software solutions in cloud environments, with a focus on Google Cloud Platform (GCP) and Google Earth Engine
  • Linux command line experience
  • Experience building workflows and pipelines that create value added geospatial data from raw data resources
  • Experience with Geoportal/Harvester
  • Experience with Python and JavaScript
  • Experience with HTML, CSS, XML, XSLT


Preferred Skills:

  • Working knowledge of AWS
  • Experience with Python, PL/SQL, and/or SQL
  • Familiarity with File geodatabases
  • Familiarity with Elasticsearch
  • Experience with ESRI ArcGIS Online
  • Familiarity with React and the ESRI JavaScript API


Education Requirements:

  • Bachelor's or Master's degree in a relevant field, emphasizing GIS, data analytics, or related disciplines OR 6 years of experience large scale IT Enterprise Infrastructure Quality Assurance and Control Management Experience
  • Experience providing quality assurance support
