Summary

This position is with the Federal Motor Carrier Safety Administration (FMCSA), Office of the Chief Financial Officer (OCFO), Financial Processing & Operations. As a Financial Management Specialist, your role will involve providing accounting and financial management services in support of FMCSA and serving as a Subject Matter Expert (SME) for all assigned workloads.

Duties

The Financial Management Specialist duties include: Tracking, reconciling, and reporting of the financial status of agency projects, programs, and activities. Managing, reconciling, and reporting of Interagency Agreements; G-Invoicing requirements, implementation, and management; and Reimbursable Work Authorization agreements. Providing assistance in the areas of funds reconciliation/reporting of other agency activities, selected financial statement audit activities, Federal Managers’ Financial Integrity Act (FMFIA) activities, Internal Control activities, Enterprise Risk Management activities, Fraud Awareness activities, debt portfolio (receivables) reconciliation and/or reporting, travel and travel card management and support, financial systems management and oversight, selected budgetary activities and other administrative office functions, as requested or assigned. FMCSA is seeking a creative, forward-thinking, and solution-oriented employee who enjoys problem-solving and providing top-notch customer service. This position will provide the employee with a wide variety of workload assignments and customer interactions.

Requiremennts

CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience serving as the principal advisor and technical expert for financial management activities. Experience in financial management principles, concepts, regulations, and practices. Experience in utilizing a financial management system to track, analyze, and reconcile financial documents and financial reporting requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Financial Management – Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. Budget Administration – Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Internal Controls – Knowledge of the principles, methods, and techniques for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies). Customer Service – Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
