The Children & Family Services (CFS) area of Health and Human Services is seeking an Every Student Succeeds Act (ESSA) Coordinator to assist child welfare social workers and school district personnel with collaborative decision making in regard to children’s best interests, school placement and transportation.

As the division liaison, this position will ensure vital information is provided to educators, families, students, and communities through collaboration with Minnesota Department of Education and Department of Children, Youth & Families in supporting evidence-based and place-based interventions developed by local professionals. In this role, you will build and maintain trusting relationships within Hennepin County and schools across Minnesota by creative facilitation, managing expectations, and adhering to legislation. Location and hours:

This position is hybrid and will be performed both on-site at locations throughout Hennepin County and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In This Position You Will

  • Manage outreach and communication with local education agencies, to include onboarding and training for school foster care liaisons and internal professionals; and respond to inquiries from schools and Hennepin County Child Welfare Social Workers in providing technical assistance and resolution for complex situations including troubleshooting issues and concerns and creating recommendations for resolutions.
  • Partner with Service Coordination staff to review and approve all education stability transportation expenditures invoiced to the county to adhere to CFS budget.
  • Work closely with contract administration for 100 Human Service Agreements with local education agencies.
  • Manage ESSA SharePoint site used by internal and external partners.
  • Facilitate county involvement in external strategic planning and advocacy efforts.
  • Identify quality improvement opportunities within the service areas – including the evaluation of performance based on goals and objectives.
  • Facilitate individual and large staff meetings and trainings to ensure ESSA policies and practices are followed by staff and adjustments to program implementation are completed.
  • Facilitate individual and large stakeholder meetings and trainings with school district partners to ensure ongoing communication and collaboration.
  • Supervise a case management Assistant and partner with additional staff regarding school records requests, service coordination, invoicing/billing, staff communication and training.
  • Provide leadership to further department-based strategies that align with county goals, mission, and core values for diversity, equity, & inclusion.

Need To Have

  • One of the following:
    • Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and two years or more of experience in general administrative work relating to the management of departmental/organizational operations or program coordination.
    • Six or more years of experience in general administrative work relating to the management of departmental/organizational operations or program coordination.
Nice To Have

  • Experience:
    • Working in ESSA or Program Coordination for children in out of home placement.
    • Working in Child Protection (CP) or experience working with CP to coordinate services and supports for children in out of home placement.
    • Utilizing computer applications such as Social Services Information System (SSIS), Microsoft Office Suite (Excel, Outlook, PowerPoint, Teams, and Word), and Electronic Case Files (ECF).
    • Or training in collaborative supervision.
    • Or education around addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, differing ability equity.

  • Ability to:
  • Ability to provide self-direction and meet standards under limited supervision.
  • Ability to manage a high-volume workload.
  • Communicate effectively both verbally and in writing to internal and external audiences.
  • Work with employees at all levels of the organization, including upper management.
  • Facilitate and present to a large group, potentially multiple stakeholders from various levels of the organization, system partners, and community agencies.
  • Build and nurture a collaborative relationship with a variety of customers, partners, both internally and externally.
  • Coordinate and organize within timelines.
  • Work independently and facilitate work.
  • Utilize a collaborative supervision model.
