Duties The primary purpose of this position is to serve as the focal point for interpreting, developing, and implementing Air Force inspection policy and wing-level long-range strategic plans. Provides direction and oversight of internal and external inspections, audits, evaluations, reviews, exercises, and analyses to determine unit effectiveness and efficiency. Ensures operational, contingency, and mobilization plans adhere to policy and direct the effective use of wing resources. 1. Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander's Inspection Program (CCIP). Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Oversees compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SIi), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G MAJCOM. Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. Develops and communicates a continuously evaluated Risk Based Sampling Strategy (RBSS). The RBSS is designed to provide commanders a tool to use when determining resource allocation to areas of concern to help identify undetected non-compliance. Authors and approves IG inspection reports, which communicate to commanders at all levels the status of compliance within their organization as well as the unit(s) ability to accomplish their tasked mission(s). Delivers post-inspection assertions directly to the Wing Commander for grading, performance, and compliance for all inspection activities in a formal written report with detailed deficiencies, recommendations, and strengths. Develops and incorporates inspection strategies that are utilized throughout the wing, incorporating multiple systems, including but not limited to, Management Internal Control Toolkit (MICT), Inspector General Enterprise Management System-Classified (IGEMS-C), !GEMS, and readiness reporting tools. Oversees gatekeeper functions are being accomplished and continuously communicated to Higher Headquarters (HHQ). Continuously analyzes inspection processes, and procedures to ensure commanders intent is being achieved, automously adjusts processes as required. Provides direction and oversight of internal and external inspections, audits, evaluations. Oversees the preparation and adequacy of wing inspection team (WIT) members tasked to assist with inspections. 2. Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. Works directly with commanders at all levels to determine scope, scale, rigor, relevance, recurrence, and reporting (S2R4) of unit exercises. Constructs exercise scenarios that challenge each unit to test their capability to complete their mission essential tasks (METs) in different stages of degradation. Oversees exercise scenario development which may include G-MAJCOM(s), state and wing exercise participants to meet G-MAJCOM(s) and/or combatant command(s) force-wide exercise requirements. Directs inputs and simulation injects regarding the environment, scenario, and operational ability to keep exercises realistic to meet mission objectives. Research and develops creative exercise techniques, often, leading to the use of external units and other services to help achieve mission driven objectives. Leads coordination efforts across multiple units and services to leverage their strengths and capabilities to enhance unit exercises. Coordinates with exercise partners to find methods and scenario injects to enhance guest units' training/exercise opportunities. Develops and incorporates evaluation strategies that are utilized throughout the wing, strategies will leverage multiple methods of observation to include written and oral questions, to hands on observation. Authors and approves exercise reports, which is written to communicate to commanders the level readiness within their organization as well as the units' ability to accomplish their tasked mission(s).   • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military Rank/Grade: Officer: 1Lt./O2 through Lt. Col/O5 GENERAL EXPERIENCE: Expert knowledge of Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs. SPECIALIZED EXPERIENCE: In addition to high analytical abilities, must have expert knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard operational, administrative and technical programs. Must have experiences in planning for and executing inspector general programs and using software data systems. Experienced in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces. Experiences involved work as primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experienced in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. Experienced in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program. Competent in the inspector general program concepts and policy regulations. Has demonstrated skills in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program. Experienced in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities. Experienced in multiple and specific inspector general computerized programs. Experienced and skilled in writing standardized operating procedures for inspector general programs.
