Strange interwiki

Reorganization required...
[edit]The article needs a fair bit of a rewrite. Some history on PICASSO (droplets in a gel, allowing long run-times between recompressions, but limited active volume) and COUPP, and the design improvments incorporated into the merged PICO experiments currently operating in SNOLAB.
